What Is the Assumption?

With some extra time this morning, I saw a news story about the increase in the murder rates in many US cities. The following information was shared:
Houston's murder rate also increased by double digits and is attributed to the influx of Katrina evacuees.
What?!?!

So there are now more people in Houston to be murdered?

Or people in New Orleans kill others when they move?

Or those without the resources to rebuild turn to killing people?

I think the (fair) assumption is that 'People in New Orleans kill people'. New Orleans has had one of the highest murder rates for years.

I used to live in New Orleans and was mugged with an AK-47. It is/was a dangerous place.

New Orleans has been a big bucket of crime for several years and has no shortage of thugs. It's only natural that a thug would keep being a thug no matter what city the waters forced him to.
